PayPal wants my checking account information to "validate" my account. This doesn't appear fraudulent, since it asks me when I log in (i.e. not some e-mail). Why exactly should I give them this highly sensative financial information?

I always wondered that same thing.
I've used Paypal for a few years now and have given them my checking / credit card info without any problems.
They use the Checking account info to verify you are who you say you are (They probably run you through OFAC to make sure you aren't a terrorist as well <G>) and maintain at least some level of 'ability to pay' for transactions.
