Post Joe Wilson's outburst the Democrats felt it necessary to establish some new rules regarding speech on the House floor and in committees:

Under section 370 of the House Rules and Manual it has been held that a Member could not:

• call the President a “liar.”
• call the President a “hypocrite.”
• describe the President’s veto of a bill as “cowardly.”
• charge that the President has been “intellectually dishonest.”
• refer to the President as “giving aid and comfort to the enemy.”
refer to alleged “sexual misconduct on the President’s part.”

Is that last one a hat tip to Monica-gate or do the insiders know something about our new President that we don't?

How will these new rules stack up against a Republican president? I seem to recall the Democrats breaking most of these rules on the House floor when describing Bush.
