Go to an EB or Best Buy and look for programs that let you make your own music. An old roommate from college had something called 'Databecker' (I'm pretty sure that was the name) and we could mix our own House & Hip-Hop music on there. It also allowed for you to take other music that was on your computer and mix it in. It was very good and we made some kick-ass songs on it. Plus, it wasn't that expensive. You could try looking online as well. I'm sure you could find something out there that would do what you wanted it to do. It may not be as advanced of a program but it'll get the job done. I don't know any programs off the top of my head though.

For ripping full tracks from CD to MP3, I use FreeRip. It's banner-supported freeware that you can get from download.com. For cutting parts of MP3 files, you might try CoolEdit. I think there's a demo version; not sure of their website, though.
