Continue on course. Transfer power. Slowly cede more and more responsibility to the Iraqis. Everything that the terrorists are fighting for is melting away and they know it.

Again - this is an attempt to provoke an action which in turn would interfere with the turnover. We should continue doing what we're doing... chip away at them. Find safehouses and bomb them. But do not do the "parking lot creation" thing.
